Speaker Faustino “Bojie” G. Dy III announced on Monday the development of the “House Book” app, a dedicated mobile application designed to digitize legislative processes and serve as a cornerstone for the House of Representatives’ transition to a blockchain-enabled system.
Speaking at the resumption of the House session, Dy emphasized that the initiative is part of a broader effort to restore public trust through institutional transparency.
The ‘House Book’ App

According to Dy, discussions with the Department of Information and Communications Technology (DICT) Secretary Henry Aguda have led to the conceptualization of the app, which aims to streamline administrative tasks for lawmakers and staff.
Key features of the House Book app include:
- Real-time Monitoring: Enabling members to monitor committee roll calls.
- Vote Tracking: A digital system to track and record votes during sessions.
- Document Management: Handling the significant volume of legislative documents in a paperless environment.

Blockchain for Transparency
The Speaker reiterated the role of blockchain technology in this digital shift. He said the partnership with DICT intends to open congressional documents to public scrutiny.
“Together with the DICT, we will introduce blockchain technology to make the processes and documents of the House more accessible to the public,” Dy stated.
“Ito ay malinaw na mensahe: wala tayong itinatago, wala tayong pinagtatakpan, at bukas tayo sa pagsusuri ng sambayanan.” (This is a clear message: we are hiding nothing, we are covering up nothing, and we are open to public scrutiny.)
Dy framed the move as a necessary step against corruption.
“Panahon na upang palakasin ang mga hakbang laban sa korapsyon. Panahon na upang bumuo ng mga sistemang magbibigay-linaw sa pondo at magbabalik ng tiwala ng taumbayan sa pamahalaan,” he added. (It is time to strengthen measures against corruption. It is time to build systems that clarify funding and restore the people’s trust in government.)
Context: A Digital Pivot
This announcement follows Speaker Dy’s previous declaration in December 2025 regarding the House’s target to become the first legislative body in Asia to institutionalize blockchain technology by 2026. The initiative aligns with ongoing legislative efforts, including the proposed CADENA Act, which seeks to create a tamper-proof digital budget portal for national expenditure tracking.
Dy described these current developments as “initial steps toward a House that is transparent, accountable, and worthy of the people’s trust.”
