A new measure in the House of Representatives seeks to place the entire Philippine national budget on the blockchain.

Brian Daniel Poe Llamanzares, representative of the FPJ Panday Bayanihan Partylist and current Assistant Majority Leader, and also a board of trustee and key member of the Blockchain Council of the Philippines, filed House Bill 4489 on September 9, 2025. The proposal mandates the establishment of a National Budget Blockchain System to make budget records immutable and publicly accessible.

According to the bill, titled “An Act Mandating the Establishment and Implementation of a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process,” all allocations and expenditures would be recorded on a blockchain platform.

Poe’s proposal comes as Congress sees a wave of similar measures. Rep. Angelo Barba (Ilocos Norte) filed House Bill 4075 while Rep. Javier Miguel “Javi” Benitez (Negros Occidental, 3rd District) filed House Bill 4380 on September 10.

Meanwhile Sen. Paolo Benigno “Bam” Aquino IV earlier introduced Senate Bill 1330, carrying the title “Blockchain the Budget Bill.”

All four measures remain pending in their respective chambers.
